He is Past-Chairman of the Editorial Board of The Health Lawyer (ABA), Chair-Elect of the Tennessee Bar Foundation Board of Trustees, and a member of the American Health Lawyers Association, the American Bar Association Health Law Section, and the State Bar Associations of Missouri and Tennessee (Past Chair, Health Law Section).

Charles participated in a statewide workgroup of health care provider representatives that drafted the Tennessee Health Care Decisions Act in 2003, lobbied the bill in the Tennessee General Assembly in 2004, and continues to be involved in the rulemaking process through the Tennessee Department of Health.

    • Conformed the attestation requirements of the Right to Natural Death Act (living wills) to the Health Care Decisions Act (HCDA);
    • Added an option for "shifting" authority, analogous to the HCDA; and
    • Conformed the attestation requirements of the Durable Power of Attorney for Health Care to the HCDA.
